As much as Britannia wishes, her men cannot march too far from home. Any step beyond the heavily garrisoned forts may be their last. The republicans and royalists of France nervously put aside their differences, training each other, teaching each other, arming each other, to maybe one day restore their nation. By themselves, each partisan is barely worth noting, but together, they have a semblance of power against the march of the British.
